In 1984 engineering students Rafael Rivera and Chuck along with Jack founded STARS as a student organization at the University of South Florida in Tampa under its original name Rent-A-Student. Later they incorporated STARS as a non-profit company under the laws of the State of Florida. Since its inception, the organization has worked with students, private industry, and the community on a continual basis mainly in the Tampa area.
Procedures are now being developed to provide this technology to other schools.

Company Purpose: Exclusively for Charitable, religious, educational and scientific purposes, including, for such purposes the making of distributions to organizations that qualify as exempt organizations under section 501(c)(3) of the Internal Revenue Code.
Such corporation shall be organized to form support groups for addressing and developing solutions to national educational concerns and development of actual projects which will be coordinated with student academic studies and serve to make education meaningful to students.

Company Profile: Students Taking an Active Role in Society, otherwise known as STARS USA, Inc., is dedicated to helping college students bridge the gap between class room studies and actual "hands on experience." It is STARS's goal to identify research, social services, and experience activities and to coordinate and match companies, government, and college students to complete them. The outcome of this experiential education is: students will receive "hands on"; experience by fulfilling the needs of private industry and government.

Later they incorporated STARS as a non-profit company under the laws of the State of Florida.
